Complaint of Crimes at Green Heavens Apartments of Dwarka in Delhi

OPENING STATEMENT

The cooperative group housing societies (CGHS) of Delhi have become dangerous centres of crime and corruption. The crimes in these housing societies are being committed by the management committee (MC) members or administrators in connivance with the corrupt officials of Registrar Cooperative Societies (RCS) of Delhi Government, Delhi Development Authority (DDA), Delhi Police, Delhi Pollution Control Committee (DPCC), and a few other departments.

Since the RCS office is the apex department to deal with crimes at housing societies, it should not ignore the complaints by aggrieved residents and it should take punitive actions against the MC members or administrators to reduce the incidents of crime and corruption. ~ Rakesh Raman

I sent the following complaint to the authorities.

Copy to: Delhi Development Authority (DDA) and Delhi Police

Subject: Complaint of Financial Irregularities, Unauthorized Construction, Extortion, Threats to Disconnect Power Supply, etc. at SAIL CGHS / Green Heavens Apartments, Plot No. 35, Sector 4, Dwarka, New Delhi

Complaint by: Rakesh Raman, who is a journalist and social activist

REQUEST FOR ACTION: The RCS office is urged to start legal proceedings against the management committee (MC) members of SAIL CGHS / Green Heavens Apartments, with the appeal to dissolve the MC and appoint an administrator at the Society.

The RCS office should immediately order an investigation under Section 62 of DCS Act, 2003, or other relevant Sections to dismiss the MC and take penal actions against the MC members.

CASE DETAILS

I am a government’s national award winning journalist and founder of the humanitarian organization RMN Foundation. I also run various environment-protection and anti-corruption campaigns at the local and international levels. Moreover, I have been running an anti-corruption social service “Clean House” for the past 6 years to help the suffering residents of Delhi raise their voice against the growing corruption and injustice in cooperative group housing societies (CGHS).

As I allow the harassed residents to register their complaints to the “Clean House” service through an online form, a resident Mr. Ashish Arya (Flat No. 322, registered in the name of his mother, Ms. Sushma Rani) from SAIL CGHS / Green Heavens Apartments approached me for help as he has alleged a range of financial and other irregularities at the Society.

APPEAL: As stated above, the RCS office is requested to order a formal investigation at SAIL CGHS / Green Heavens Apartments and dissolve the MC immediately. The RCS office should also direct the SAIL CGHS / Green Heavens Apartments to make an exclusive website of the Society and upload all communications including complaints from residents on the website.

Since the MC of SAIL CGHS / Green Heavens Apartments is working in an opaque manner, the RCS office should inform me of the action it has taken in this case.
